Section One- =-Spending-=The city may not go more then 15,000 gold into debt. Going beyond that point will send the city budget to the Statehood courts to be handled. The city can spend gold anyway it wishes. The city may take out loans from the statehood or any bank. Doing so would not count against the city spending or put it into debt unless the loan is payment is not made. Section Two- =-City Budget-=The City Council and Mayor must agree on the new budget and new taxes each month. If it cannot be agreed on or overturned by the Mayor the city will go into a partial shut down. (See Section Five on city shut down.) The city Budget includes the following. City officials Payroll, Animal/group protection, city maintenance, city owned places, emergency funds. The city budget may only be based off of the following. City Taxes collected and Loans. No donations may be made to the City Budget. Section Three =-Tax Collections-=City taxes are due every Friday and Saturday. Meaning, You have from Friday morning to Saturday Night to put your taxes in your mailbox within your home. (If you do not own a home a drop box will be created for you.) Should you take over a building you will not have to pay taxes until the following week. Before the owner of the building moves out they must pay their final tax. Section Four =-Failure To Pay Taxes-=Failure to pay city taxes on time will be a charge of 50gold every day late. Failure to pay within one week- You will be charged with tax evasion and a warrant will be made for your arrest. You will be sent to the PaxOku City High Courts to plead your case. If you are found guilty of Tax Evasion the city may charge you for the following services.
(This will be on top of the City Courts charges and fines against you.) Failure to comply with the City Courts it will move onto the Statehood courts. All City and Court charges and fines will follow with you. on top of that the Statehood courts will add fines, charges and fees. The Statehood may also charge you fines and fees. Section Five =-City partial Shut Down=-The city of PaxOku must come to an agreement each month on a budget and to renew, add or take away city taxes. Failure for the city council and Mayor to do so will begin a partial city shut down. What that entails-
Section Six =-Full City Shut Down-=Failure for the City Council and Mayor to agree on a new city budget and taxes after twenty-four hours of partial shut down. The city will go into a Full City Shut Down. What that entails-
