To all Viceroys:

I am making an official request that each city undertake the process of recruiting and installing a Chancellor of Defense.  Good Leadership, Tactical knowledge and organization skills will be most desirable.  I would like each city to have this request completed by Sunday, October 15th.  I will be happy to sit in on any interviews or screening processes you choose to implement.

NOTE FROM THE MAYOR: The Minister of Defense of the PaxLair Community works with Chancellors of Defense of each city in a streamlined manner.  Viceroys are expected to support PaxLair-wide Calls to Arms and situations needing defense and at times offensive measures.  This does not circumvent the Viceroy's authority and chain of command: Viceroys may review all Calls to Arms to commit or not commit their cities' forces for combat if needed. Viceroys should have an understanding with the Minister of Defense on which types of Calls to Arms will be consistently supported through their Chancellors of Defense and by their citizens and allies, or portions thereof.  Cities are authorized to send defense forces to support other cities' Calls to Arms anytime at their discretion.
