I thank you for coming at such a time when I have returned a bit from my seclusion from our society. Emmeril remains the mayor for a time yet, as I become re-acquainted with PaxLair given the new insight I have received over the weeks I have been away.

Yet I have asked you here to discuss more specifics.

I have come to understand a situation of long term significance surrounding this Twin Tower of Darkness, also known as the Chaos Tower.

We know, since PaxLair's founders established this town, that it would become open for all and such is its destiny. However, how to achieve that... is what we control. Such became the tenets we established, those of peace and neutrality. And especially one that is hidden behind the scenes of things, that of [roleplaying].

In these tenets is the root of what PaxLair stands for and sets it apart from other towns and other efforts. Such is the challenge we have between us. We are special here. We take on the most difficult challenges. And one of those challenges is understanding and respect.

As such, this tower is a great effort for us to utilize and move PaxLair forward into a realm of understanding no one in this realm has achieved. That of evil and good living so close to one another. This brings upon a basic reflection upon our own sense of virtue or anti-virtue.

Yet, more specifically, this tower as I departed on my recent journey weeks ago became a tower for the Wraiths to dwell within. It is my fault for not properly announcing this offer and acceptance. I am to blame for people not being aware of this.

With this though, is a condition that this PaxLair building be still dedicated to the tenets of PaxLair, of neutrality, peace and [roleplaying]. The existence of the Wraiths within this tower offers great opportunity for many of us to understand close at hand what evil is about. And also for those who seek evil to find it.

In this tower, we have officials of PaxLair as well, who care for this place. Yet, with anything, trust must be obtained. Even trust to myself from those who we offer use of PaxLair facilities.

Such trust does not come easy. It comes with practice and interaction. Yet as you all are here, you are all my friends. I am neutral to your ways, each of your ambitions.

This tower has become a primary home for the Wraiths and an integral part of the balance in PaxLair. Just as the order tower has become home for the Wizards. And the North tower for the Knights. We live thus in close proximity. Under invariably a common government. Yet, each guild or group is respected for their ways, and conflict will, I say again, will erupt between them.

Such is how we interact in this realm of constant conflict. The founders of this great town have invested much over the years, and the people who come have also invested much within the realm. None is greater over the other. We must all consider what each has offered.

Some hope I would make a simple decision of what the mechanics of this tower should be, and will be. The mechanics of who can ban and remove people, and who can have ownership here. Well, such specifics are not at the root of what I talk to you about. I do not see we need yet to change things.

However,.... I do know many of your feelings on many sides of this tower. I wish though to set some policy. Some guidance for all to think about.

One is that this is a home for the Wraiths. Another is that this is a PaxLair building. The two may seem to collide in essence, but they really do not. PaxLair is neutral, and the founders and the officials do seek to maintain the movement forward for PaxLair and the residents.

Trust must be built, I know that. Who said what to whom and what happened when... becomes moot when we all gather in respect in one place. The streets of PaxLair are perilous. There will be times when the evil in PaxLair seek conquest against others, and when the good of PaxLair seek conquest against others.

I do not know the specifics of the way PaxLair will become. All is a journey we take together. We have some rules on use of buildings. We do not wish to see bannings between us. At the same time we wish to respect residents of the buildings. And I know that things are clouded by the statements given, and understanding of the intent of the statements. "Leave mortal" is a statement to be understood. And those of good will understand in time. Removal from a building is severe, as we all are an open community.

Respect of friendship to the building is paramount. Without it, PaxLair can not monitor the common threat to all of us, and keep that threat from disrupting our combined efforts. This is why some advisors and officials are friended here. Yet too, they must take care in what they do. For they too know the complexity of this town. And the residents know that complexity.

Will PaxLair become a bloodbath as we bring opposing sides within our city boundaries? Perhaps. Perhaps not. Such is the challenge for us all. As soon, though, that we distrust each other, we have all failed.

Rose-colored glasses I might wear, but such is the vision I see.

Drake Woods: Will the Wraiths be rewarring PxO?
Count Strahd: If the PxO seeks to interact with the wraiths then Yes.
Shen: Why then was my guild unwarred?
Count Strahd: There are many reasons why one's guild could be unwarred.
Drake Woods: This is a specific question. Why was PxO peaced?
Count Strahd: I would like to answer this question when I understand all the details.
Drake Woods: Well, get Chaos up here. He's the one who did it.
Shen: So, we were unwarred when you didn't understand the details? Thanks.
Count Strahd: At the present I do not know the answer.
Drake Woods: *rolls eyes*

Winfield: There may be times when unwarring happens when situations get out of hand and a time is needed to bring things back together. It has happened to many groups before.
Drake Woods: Well, until PxO is rewarred, I still consider there to be a problem.
Shen: We did nothing, nothing except fight well. Oh well.

My statement is this to you all. The wraiths seek not to bring distruction to the masses of PaxLair. But to help it grow. We will not stalk the streets looking to start a fight.

We wish to obey the laws and keep all physical attacks outside of town, unless in certain quest events. Like I said, I can answer that question [about peacing PxO] at another time when I know all the details and such.

My friends, when I first came to Pax I asked to be a citizen because this land had laws no other part of Britania did. A cross road was a death trap some of you might remember.

I was asked to learn three laws before I could become a citizen, no killing, no stealing, no looting... that's it. This was before guilds. This was before colors for rep. This was before chaos and order shields. And all the other implements of reputation we have seen

[Killer-pUp asked Winfield and the people about thieving and NPKing] Now the answer to the mayor's question is not yes or no regarding npk. It is a matter of commiting oneself to restraint and dialogue, and that is what we do here. I only ask that we all remember the three laws and follow them and self enforce them. Thank you.
